my vision for cambridge:
​a confident future for our city

  • Cambridge should not be afraid of its future.
  • We can honour the histories of Galt, Preston and Hespeler without allowing nostalgia or old divisions to limit what Cambridge can become.
  • More than five decades after amalgamation, we should be building a city that is increasingly connected. Not only by roads and transit, but by shared opportunity, civic identity and a sense of belonging.
  • That means confidently welcoming new residents, supporting responsible development, attracting investment, strengthening established neighbourhoods and building the infrastructure that a growing city requires.
  • Cambridge’s history should be a foundation for its future, not a boundary around it.

Residents deserve to feel safe in their homes, on their streets and in their parks. That requires effective policing and bylaw enforcement, safer roads and public spaces, well-maintained infrastructure and partnerships that address the causes of recurring community problems.
​​My Commitment:
  • Responsive bylaw enforcement and action on recurring neighbourhood concerns
  • Strong partnerships with Waterloo Regional Police and community organizations
  • Protection of parks and public spaces for safe community use
  • A firm response to criminal behaviour, property damage and intimidation
  • Prevention, mental-health and addiction supports that address problems before they escalate
  • Traffic safety near schools, parks and residential streets
  • Well-maintained roads, sidewalks, parks and public spaces

Practical experience, not simple answers
Through my work helping launch the overnight warming centre at Wesley United Church, I have seen firsthand the realities of homelessness, addiction and mental illness. I believe public spaces must remain safe and accessible, criminal behaviour must be addressed, and people in crisis must have realistic pathways to shelter, treatment and stability.

A growing city needs more than additional homes. It needs the transportation, infrastructure and community connections that allow people, businesses and neighbourhoods to thrive.

Cambridge needs new housing, new businesses, and new investment. The question is not whether growth will happen, but whether we plan for it well.

  • Supporting a range of housing options
  • Efficient, predictable approval processes
  • Infrastructure that keeps pace with development
  • Appropriate transitions between developments and existing neighbourhoods
  • Commercial services near growing communities
  • Parks, schools, recreation and transit planning
  • Ensuring development contributes to the long-term financial strength of the city

Responsible Spending - David Guerin priority
Responsible Spending
Every tax dollar should be treated with care. That means setting clear priorities, reviewing programs and processes for value, protecting essential services, planning for long-term infrastructure costs and reporting results transparently to residents.

  • Regular service and program reviews to identify savings and improve results
  • Clear public reporting on major projects, including budgets, timelines and overruns
  • Competitive and transparent procurement
  • Responsible use of reserves and debt
  • Long-term capital planning that includes maintenance and lifecycle costs
  • Economic growth that expands the commercial and industrial tax base
​Experience behind the commitment
As a school board trustee, I have helped oversee an annual public budget of approximately $440 million, four balanced budgets, major capital projects and long-term infrastructure planning. I understand that responsible budgeting requires more than slogans. It requires asking difficult questions, understanding trade-offs and ensuring public dollars produce real results.

The City cannot control inflation rates or grocery prices, ​but it can make choices that help keep costs manageable and improve the quality of life for Ward 7 families.
​My Commitment:
  • Support a wider range of housing options for all income levels
  • Keep property taxes fair and ensure value for every dollar
  • Improve transit and mobility choices that save time and money
  • Efficient service delivery
  • Invest in services, parks, and programs that strengthen our community
  • Find inefficiencies, reduce waste, and deliver quality that lasts

Cambridge should be a place where entrepreneurs can start businesses, established employers can expand and new
industries can invest with confidence. That requires clear rules, predictable processes, serviced employment lands, modern infrastructure and a City Hall that sees responsible investment as an opportunity rather than an inconvenience. 

​My Commitment:
  • Support efficient and predictable development approvals
  • Protect and expand employment opportunities
  • Attract future-facing investment
  • Support small and locally owned businesses
  • Improve transportation, digital and electrical infrastructure
  • Work with regional, provincial and private-sector partners
  • Ensure Cambridge competes effectively with neighbouring communities.​ ​
  • A single, clearly accountable City contact to help major employers and investors navigate approvals
  • Regularly published approval timelines and service standards
  • A strategic plan for serviced employment lands and future electrical capacity
  • Stronger partnerships with Conestoga College, local school boards and employers to connect young people with local careers
  • Targeted recruitment of advanced manufacturing, health technology and other future-facing industries
  • A formal business-retention program that identifies barriers facing existing Cambridge employers before they consider leaving

​Economic growth is not separate from strong neighbourhoods. A healthy local economy creates jobs, supports local services, expands the municipal tax base and gives Cambridge more capacity to invest in the things residents value.
